The public good takes on special interests when Sen. Fred Baines (Edward Binns), a virtuous California politician moved by tales of a man beaten up by bill collectors, aspires to crack down on collection agencies' abusive practices. As a result of his stand, Baines finds himself publicly attacked. Lobbyist Hal Green and collection agency fat cat Malcolm Hardy are behind the smearing, which they follow up on by sponsoring an amendment that would weaken Baines' new anti-collection-agency law.
