When first we see him, Malarek (Elias Koteas) is a ex-juvenile offender, given a new lease on life when he is hired as a cub reporter on the Montreal Star. Witnessing the death of a street kid at the hands of an insensitive cop, Malarek makes it his mission to expose the corruption-ridden social welfare system in Canada.
