This made-for-TV movie chronicles the plight of U.S. soldiers who were victims of secret radiation testing by the government during the Cold War. In the 1950s, Dr. Alexander Brown (Emilio Estevez) helped implement a program that dosed unwitting servicemen with poisonous levels of radiation. In the 1980s, Brown (Martin Sheen) is confronted by a cancer-stricken man who was one of the experiment's subjects. Now the doctor must decide whether he will speak out and blow the lid off the scandal.
