A former textile worker, Franz (Robert Hines), develops a mysterious skin condition, so he visits an insurance agency to find out the cause of his strange physical metamorphosis. Confronted with a labyrinthine bureaucracy that provides long lines but few answers, Franz finally encounters the sympathetic but powerless Mr. Kafka (Daniel Day-Lewis), an insurance adjuster who suggests an intriguing, if somewhat far-fetched, hypothesis about Franz's condition.
