Kay Francis was, at least according to Jeanine Basinger, the most glamorous star of the 1930s. I don't know if I agree with that wholeheartedly, but the gal certainly knew how to wear a dress. Not a single director knew what to do with her, with the possible exception of Ernst Lubitsch - but who wouldn't be able to murmur just so when an inch away from Herbert Marshall?
