In 1854, the Children's Aid Society initiates a program to relocate thousands of New York's orphaned children to the homes of adoptive parents throughout the Midwest. Minister's daughter Emma Symms (Jill Eikenberry) looks after the first group of children as they travel by train across several states. They're also accompanied by journalist Frank Carlin (Kevin Dobson), who documents the journey and the various obstacles -- fire, a train wreck, disagreeable locals -- that slow it down.
