Vietnam veteran Frank Coleman (John Ritter) is suffering with cancer after his exposure to the poisonous chemical Agent Orange. To publicize the chemical's dangerous effects, Frank enlists the help of Maude DeVictor (Alfre Woodard), a Veterans Administration counselor. Despite the cover-up surrounding Agent Orange, which threatens to silence Frank and Maude, the partners refuse to back down until the government guarantees full compensation for afflicted veterans.
